UPDATE: I am doing the Happy Dance. I sent a SM stating I found out on MyFICO that emails were being sent out about this and asked if my cashRewards could be upgraded. Here's the response from NFCU:
Thank you for using Navy Federal's eMessaging Service, Ms. CreditInspired. Upon review, we have determined you are eligible for the upgrade to 1.75% cash back starting October 5, 2021. If we can be of further assistance, please let us know.

Thanks for following up with the DD info. My idea is to try to get a sense of what if any mininum threshold of monthly deposit would be needed to get the 1.75% rate, not unlike the Penfed non-military $500 per month/$500 mininum balance requirement for the PCR to uplift from a 1.5% to a 2% card.

My guess is that Navy doesn't have a minimum amount. They require DD to earn the 3% rate on the Special Easy Start CD, and there is no minimum on that. I have done as little as $100/mo and qualified. If there was a minimum for the Cash Rewards bump, I expect they would have mentioned it in the emails.
I also got the email. I have a whole 1 cent DD into my NFCU checking account per paycheck, just so I can keep it set up with my employer in case I want to manage a percentage split.
Wow I didn't get this, I don't get my paycheck direct deposited but I get the IRS child tax credit and my Patreon earnings deposited. I wonder if that will count
