In my humble opinion, I wouldn't do anything to set off any alarms with Navy (ie. try to go over my spend limit to qualify for SUB). I believe you should wait for about 6 months and try for CLI. Although 91/3 has been successful in the past, it has been more unsuccessful lately. Especially given the spending limit that was issued. I would try to transfer all spend to the new card to try and make SUB, if possible.

Send them a SM asking for a higher limit. Let them know how happy you are with the approval and being in the NFCU family, and that you want to be able to meet the sub in 3 months. All they can do is say no. But suppose they say yes.
On another note. What is the fee for putting $1,700 on your CC? Is it worth it? Also, even if NFCU gave you another lets say $1K, you will have an extremely high UT, or would you just turn around in PIF.
First see if your leasing office would allow you to split the payment.
Next, pay $900, then log in and transfer $900 from your checking to the card. It'll be avalible immediately.
Then 2 mins later have them run the remaining balance of $800.
Last, wait until both payments clear then pay off the card with the remaining rent money ($800 that's still in your checking account) in a few days.
Works like a charm! That's how I hit my SUB in the first month, by the way. Just had my 2nd statement print. Opened the card 11/07/2019.
You could ask them for a temporary increase and promise to PIF immediately
