Is there a time frame a person should wait in between credit card apps?
I applied back to back a few weeks ago and they told me they couldn't give me any more credit. My grandparents want to apply for a second card. It's been a few weeks since their last app.

Without much info it sounds like you may be at your internal limit with NFCU. Navy doesn't seem to care about time between apps.

Navy got super tight on the 2nd card approvals because it's a backdoor into possible future SP CLI.
Your grandparents can apply and upon decline they can send a secure message online and ask that $1k (minimum) from their 1st card be taken to open the 2nd card.
