In my case, my current balance transfer term is going to run out in April, and unless I find a new balance transfer offer, my interest payments are gonna go way up beginning in May. So, I'm hoping for a NFCU offer just to avoid that.

I received the exact same offer, also on my Flagship card. I messaged them to ask if it mattered which card I BT'd to. This was their response:
"This promotion is currently only valid for the Visa Signature Flagship Rewards account. If a balance transfer is input on another credit card account, it will accrue interest at your purchase APR."
Yup they confirmed with me later it was only flagship, but they did do a re-allocation from my platinum and amex to beef up flagship so I could use more.

Most definitely usage plays a factor in my experience. After I started giving the Platinum and cashRewards regular usage, I have received offers. With the Platinum, I, as I mentioned before, was sent a BT offer in what I can remember being the first time in a very very long time, and with the cashRewards, I just checked reward offers and there's a $20 cash back offer off $200 spend on phone, streaming, and internet bill starting 2/1; they seemingly coming in every other month. I never received these offers on the cashRewards until I put regular use on it.

Guessing this was a targeted offer, 0.99% is a great, about as close to zero as you can get --- how long is the promo rate valid, 6 months, 1 year? Also any BT fees ?

Targeted.
12 months no fee. I may use it to pay off my truck that I bought post lockdown at a stupid rate.

I always thought that NFCU BT offers came right after Jan 1. Perhaps a change or I've just never seen one outside of that cycle.

Yeah in years past their BT promos have always been in early / new year, but guessing they're rolling out more targeted offers now ?
