Not trying to come off rude, but you are upset because they went the extra mile to attempt to give you a CLI? I would attempt recon by sending in paystubs via secure message online, they will use the same INQ.
I believe they had to have pull one from you CR since you said you fozen all except your EX, that leaves them no choice to pull what they can
Your first sentence literally says your annoyed with them... and talk about annoying there is nothing more annoying then over generalizing a statement by saying "10 out of 10 times" if I had meant to insult you I would not have spent the energy typing a reply. Instead I responded so that you could perhaps make use of the HP and attempt recon, I am sorry you feel my comments were snarky they are not intended that way. I personally appreciate your coming here to let us know that in this instance NFCU pulled EX for you... it's not something we hear of very often, since as you accurately state they are known to usually pull TU and EQ. This is a valuable data point, and I believe it will be helpful to others going forward.
My only addition to what's been said is that you might consider redirecting your negative feelings away from NFCU, since it's well-known around here that just because a lender "usually" pulls a particular credit bureau it can always change. Unfortunately when it does change they don't bother to send us a notice (that would be nice, though)... somebody, like yourself, has to find out the hard way.
It's against the TOS of this site to discuss freezing particular credit bureaus to 'force' a lender to check a more favorable one, and I'm only posting here because I believe that in this case that genuinely wasn't your intent. With that being said - and keeping this conversation within the TOS - it was your error in not having EX froze that allowed it to be pulled to begin with, but you've already stated that. I've had similar 'doh' moments (a few recently) and when that happens I try to own it... there's little use in directing anger elsewhere for something that could have been prevented had I done something differently.
I'm genuinely sorry this happened to you... it's always lousy when something works out differently from what we're expecting, but in this case I would actually have to give NFCU credit for attempting to go the extra mile to grant a CLI that you actively requested. It's hard to see fault in that, and even if their behavior wasn't what was expected it was still within the 'rules'.
Finally, please don't feel like you can't vent here - many, including myself have and do! Just remember that you set the tone when you start a thread, and if you're primarily venting you'll get more sympathy if you openly 'own' your missteps rather than direct the fault elsewhere.

You've already taken the HP so you might as well make the most of it. Most people will send in their last two pay stubs (attach to a secure message) and request your CLI to be reconsidered.
I'll only add that you might want to make it clear in your message that you don't want another HP (or either make sure that EX is now locked), since sometimes Navy will HP even on recon (YMMV), and you don't want to make the HP situation worse.

Navy Federal pulled Experian twice when I applied for my credit card and CLOC. The associate told me upfront the were pulling it.
I didn't argue because I wanted both of those products.

It's important to note that pulls should always be treated as YMMV. While many lenders typicially--even overwhelmingly--pull from a specific CRA (or more), there are always exceptions, especially in situations where multiple CRAs are frozen. Since the HP has occured, I hope the OP will take full advantage of that and recon. If not, the effects of HP will dissipate. I think we've all had pulls that we didn't want or didn't think would happen (with me, they seemed to be from Citibank CLIs). It's part of learning and it's fine to vent over them.
