Thank you all for your help. It was my bad. I pray it turns out ok.
BION. I visited the application status site and now BOTH the GREEN and PRG showed. But, it was the Green that was "in process" and the PRG had been "cancelled". So I called again, once again trying to clarify the confusion. Was assured that the Green had been underwritten, got a HP, and still just awaited the fax with my address verification to show on the system. Then I should "receive the card in a couple of days". If I wanted to proceed with the PRG, it would require cancelling the GREEN (which I thought had been done already) and reopening the PRG, for full underwriting and another HP. At this point I was so frustrated that I trusted that I should not force the issue anymore. I will await the decision on the GREEN. If approved, I'll have my foot in the door, and can make changes later.
Thanks to all who have given me advice and are pulling for me.

This seems like wisdom. They will allow you to PC after a year, or you can wait a few months, get your utility down--which will elevate your Fico scores. Then apply for the PRG and revisit if you want to keep the green open or not. Also, in my friendly, compassionate voice: When you come here to seek advice and your question is thoroughly answered, you should consider taking the advice. If you are unsure, then ask a follow up question. If someone is giving bad info, someone will correct them quickly. I owe my whole credit picture to the fine folks here, and they haven't misled me in any way. I started out with scores in the 5s and one secured card, less than a year ago.
Swapmeet:
I appreciate all the advice that I have been given, and really am grateful for your comments here. I'm sure that they will help me as I move on and make future decisions. I am new to this credit thing and to this forum, and in hindsight I made some mistakes. Once I get the response from AMEX, I'll probably ask for advice as to the next move. My FICOs are 680s and Credit Agencies are 760s. Maybe by next year I'll have the success you and others have had. (BTW: What is PC?)
God bless.
Thanks 09Lexie!
