I was approved for the Amazon store card yesterday with a $400 dollar limit. My only other card is a Discover with $500 limit. Do you suggest that I request a CLI by calling them right away or do I wait for 4 months for an auto CLI as other members have suggested?

If you decide to request a CLI, be sure to call the GE backdoor number; the online/automated system won't do it!
Personally, I would wait the 4 months to see if they auto, but if you're in a rush and your credit looks good, you can give it a go.

Can the amazon store card (not the Chase visa) be used anywhere outside of Amazon?

no, you will see when you recieve the card its not even plastic, except for a coating... once linked to your account there is no reason to keep it unless they open up local stores some day.
