Creditors don't just decline for inquiries. Inquiry sensitivity will depend on credit profile. If inquiries are cited then there are other reasons as well.

Great points takeshi. Some people assume creditors only care about number of inquiries. They are looking at the total picture of your account. If the inquiries are large but appear reasonable to them and/or you can explain them well, they may not matter. Conversely, a small number of inquiries can be your downfall if they are "interpreted" differently by the bank. It's a factor, but it is not the entire reason, even if the bank says "too many inqs".
And yeah, it's never just about score. Kind of along the same point as the above, they're looking at your total picture and full report. Every account on your report tells its own story, and they're piecing together the story as they read it. Your score is a factor, again, but they're looking at the other data too.
Just for fun I'm going to see if I can PC to this even though others have reported they won't.

No idea. She has the most perfect credit record of anyone I personally know..
