Got this card back in May with the 60k SUB. Final statement with the required spending posted yesterday and the SUB was added. Based on DPs it sounds like it should have so I chatted in the app and then called Citi.
According to both reps the offer wasn't on my account. Best I can figure is I PCd my AA Platinum to a Rewards+ a couple of days before the Premier application and that caused some trouble. I haven't closed a TYP earning account or received a SUB for TYPs ever though which is what the lanuage suggests prevents the SUB. The agent on the phone kept on leaving and coming back and at one point suggested I would have had to have an invitation code to get that offer. Not sure I want to HUCA to deal with that again. Think I might just go into a branch and explain there and see if they can handle this with more grace.

Yeah I'm thinking the Rewards+ account probably tripped the 24-month clock as a new TYP account.
Best practice is to not do ANYTHING with TYP earning accounts for 24 months before applying for a Premier card. I do any PCs or cancellations I want to do right AFTER signup and approval of a new Premier account and then wait for 2 years.
You might be able to call Citi and get them to award you the bonus based on the fact that you didn't earn a bonus on the Rewards+, but don't be surprised if they tell you the system worked the way it's supposed to and they can't do anything.

The language changed very recently to its current state of no TY account closures and no TY account SUB in past 24 months. Before that it was no TY account closures and no TY account openings. I believe back in May it will still the old language, so the Rewards+ would disqualify you unfortunately.
I went into a branch today to talk over my issue with a banker expecting they couldn't help me personally BUT the banker gave me the employee number to call card services. Once I got on the line it was super easy to talk to the rep who put a ticket in to be reviewed. Gotta call back next week to see what decision was made. Hopefully I'm not out 60,000 TY points as that would make signing up for this card a bit of a waste(plenty of other cards I have covered the 3x of the Premier)

It wouldn't be right to deprive you of the SUB. I think it was some kind of mistake in the way they have their algorithm set up, and I think if a human really looks at it they will realize you didn't violate any of their 'policies'. ( I put 'policies' in quotes because I can't figure out why they have either of those policies. Imagine if Amex wouldn't give you a SUB for a MR-producing card because you already got a SUB on a different MR-producing card
When I first learned of the policy I was shocked. It would seem they would want to encourage people who are fond of their TYP-generating card to add on others, and dive deeper into Citi's 'ecosystem' )

Different banks have different rules. Imagine how many more new signups Chase would get if they didn't have 5/24, or Amex if they didn't impose a once in a lifetime (7 years?) rule. Citi's 24 month TYP rule is pretty tame by comparison. I'm on my third Premier card so I'm fine with it.
























Update. I got 5k points. Lesson learned. Don't take Citi language at face value. Product change=approval.

Thanks for the update on the outcome and sorry to hear the original SUB could not be offered.
It had been dicussed that the possibility existed for not qualifying for the SUB if a PC had occured, especially on other blogs/boards, specific to some Citi products. This definitely confirms that being the case. Well, this definitely helps me reformulate my strategy for 2022 on TY Premier.
