USAA previously issued MasterCard credit and debit cards along with American Express cards. In 2016 all remaining MasterCards were converted to the Visa network.
The card networks have recently begun to seek exlcusivity agreements with banks and credit unions. The most recent that I can think of are Chase (all MasterCards except IHG became Visa); Citibank changed all Visa's to MasterCards (exlcuding cobranded cards like Best Buy and Costco) and as you pointed out, USAA changed any remaining MasterCards to Visa. The reason for this is that the card networks offer sweetened deals to the banks and credit unions if the banks and credit unions only issue Visa or MasterCard instead of both. In the case of Chase, Chase inherited some technology from Visa to exclusively offer Visa.
Along with the conversion by USAA from MasterCard to Visa has come much better looking cards and better rewards.
PenFed just shut down the last of their legacy MasterCards three months ago (including mine!). They're now 100% Visa.

I believe this to be true, actually, but the networks don't design the cards, the banks do.
It is true that pretty much all of the Chase cards are beautiful, just like the USAA cards... But many of Citi's cards (MasterCards) look nice too (Prestige, AT&T, Premier, and Expedia cards look nice).

The Citi AADvantage card is the worst looking card I have ever seen. Hopefully Citi brings back their bonus on the Premier so I can see how that looks in person.

Correct. I know that the networks do not design the actual card. I think Citi's new cards are quite awful actually. But beauty is in the eye of the beholder. I think USAA's Cash Rewards Preferred Visa is a sharp looking card but would take the Limitless over it anyday for the extra 1% cash back
