the internal limit changes based on spending habits and payment history...i don't think it changes as often as every month tho...

I meant to ask for example

I have a 400 balance and my limit might be 1000

will have a line of 600 until I pay off the statement balance or when the statement cuts I can continue to use 1000

AFAIK, the limit can change at anytime -not just at your statement cut.
