I finally got around to emailing EO on Monday about two of my cards. One has an annual fee and one has a monthly fee. I requested that my QSO be upgraded to a QS and to a World Mastercard instead of Platinum. She stated that they can't change the product type from Platinum to World or from QSO to QS because the type and annual fee is built into it. She did refund my annual fee for this year as a statement credit. She also lowered my apr by 4% for 7 months and said to call back then and see if the apr could be permanently lowered. I accepted even though I don't carry a balance and will call back in 7 months.
The other card is just a Platinum Visa with a fixed 9.9% apr and $5 monthly fee. She also said this couldn't be changed to anything else but did credit my account $60 for this years monthly fees and added the 1.5% rewards to the card.
So, I didn't get any permanent changes to the fees. But not having to pay them this year, I'll keep them both open for now and try again next time.

I'm sorry to hear that...I was planning to try and PC my QS1 to the QS in June. I'll try anyway, but your news just dropped my hopes...
.
I got the same results as the OP. I have 2 QuickSilver One cards and they refunded the fee on both but refused to permanently remove it. I will be closing both before the fee hits again next year. It is ridiculous to have to email every year to get the fee waived. I have 2+ years of perfect payment history with them and there is no reason I should still be paying a "membership" fee.
I'm hoping by the time I close them another lender will be offering 1.5% on everything on a Visa so I can ditch Capital One forever. If I can't find a replacement, however, I will have to reaply for the QuickSilver after closing my 2 QuickSilver Ones.

Sorry that you weren't able to PC. Hopefully that policy changes at a future point. It seems silly to punish long time cardholders for having good credit and wanting a better product.
Maybe the EO is tightening up.. I was able to get my AF permanently removed after upgrading my platinum to QSOne back in November.
Thank you everyone for your responses. indiolatino61, I'll be interested in hearing if you have any success with your pc when you try later this year. Please let us know how that turns out.
These were my very first cards after a bk in 98. The QSO with $29 annual fee I've had since 99 (converted in Jan to QSO). I hope that at some point they will allow pcs on these cards as it will really irritate me to have to call every year to get the fee credited back. The other card with the montly fee will likely get closed next year when it is going to start costing me again. I think I will try calling retention at that time and see if they have any options.
I really like how their cash back posts right away when the charge does, that you can redeem at any amount and the straight 1.5% on everything isn't bad. But I may end up closing two of my three cards from them eventually because of the fees. We'll see.
Good luck to others who attempt this same type of pc. Please let us know how your efforts go moving forward.
