Should be purchase date, as (for example) First Friday dining bonus on CSP is posted past that friday, but the bonus is given.

I thought it was 2% on gas, 3% for groceries, and 1% for everything

It provides 3% on gas, which is why I use it on the off-season since it is the next best thing to 5% offered by Freedom & Discover.
