So right now I have a PayPal debit card. I am thinking about applying a PayPal CC and use it as backup funding source for debit card. Does anyone know if
* The use of backup funding source allows you to earn cashback on debit card, and
* Does it count as a cash advance for PayPal CC?
Are you asking if you use the debit card and get cash back, how it would work?
If you are making a normal purchase, I don't see the point of not just using the PPMC.

I've had the Paypal Debit Card for many years now. I receive 1.5% cash back on all purchases yet I never ever keep money in my Paypal account. All of my transactions are funded by my checking account via backup funding. I'm not sure about the Paypal CC and if PayPal backup funding is considered a cash advance of a credit card.

I will be using it to pay utility bills online. Direct CC transaction would have cost me a fee.

It seems even PayPal CS has no idea if it will be cash advance or purchase. Guess I will apply the card and give it a test run.

Apped online and was approved for the card for $5K CL. Just set it up as a backup funding source and did a $50 test run via gift card purchase.

I have the pp debit and a smartconnect. it runs through just like a purchase. You can not use the debit card with atm if its using the smartconnect as funding for it. When I tried the transaction ws denied at the atm. But I tested it online with a small purchase before going out in public to use it with the smartconnect as backup funding to make sure I would not be embarrassed. When the online purchase went through then I used it at a McDonald's and no issues there. If you setup text notifications on the pp debit you will get a text page immediately after the transaction.

You received a $5k PayPal MC and you are concerned about this debit card!?
People started ordering these debit cards like 5-7 years ago as a sneak around to be able to use the "Smart Connect" Credit line that was given as secondary financing when you didn't get approved for the MC. If you are approved for the MC, paying your util with the debit because it doesn't charge fees to pay with a credit card is abou the ONLY reason I would use the debit card. The MC has some pretty great rewards and a $5k line with GE starting out seems like a killer line to me, don't use it as back up!

Please read my above replies. I indeed intend to use this method to pay my utility bills.
For those who are wondering, here are my test run result.
* It does earn 1% cashback on debit card when you use backup funding source.
* It showed up as a "sale" under PayPal CC. No changes on cash advance limit.
* Not sure whether or not you also earn reward points from PayPal CC.
