I've been opted out for a number of years just to stop the junk mail.
 
Can't say it has any effect on CA activity, they found me.

I think it's mostly an old school tactic.
 
Read some of the CA message boards.  A lot of them practically laugh at other CAs who are still using CRs for skiptracing.

Most preapprovals are crap anyway. The card you probably want aren't the ones who need to solicit you.

Depends on what your CRs look like.  DFiancee's scores are all above 760 and she gets some awesome offers all the time.
 
She gets an offer from Amex at least once a week.  Gold Card, JetBlue, One from American Express, Clear.
 
She gets offers from Citi and Chase at least every two weeks for 0% for 18 months.
 
Those aren't bad offers, and they're not lenders who "need" to solicit anybody.
