account is about to hit 6 months. i have 2 QS1 cards with $500 each. my credit scores are in my signature: FICO Scores as of 2/03/15: EQ 719 | TU 725 | EX 709 current util is 7%

You shouldn't have a problem upgrading. With those scores.

That's what one would think. But I guess cap1 hates me. Cap1 has never been willing to work with me

Do you use your cards much? Cp1 likes high usage and paying in full.

I've slowed down use recently because of this, but for the first couple months, I would max them and PIF up to 4 times a month. Ive never had a balance report.

Not necessarily true, after my card went from cheapo Platinum to Platinum QS1 I SD my card only using it once within the 6 month period before asking to be upgraded to regular QS (they also made it a WMC). I charged $900 and paid $500 of that off leaving a $400 balance while this was in motion... 

I deliberately charged the $900 right before the request so that there was some activity though...
