Time to call EO
Yeah, they told me no too. Pulled till I got smart supervisor to transfer me to executive office. They don't actually change it to regular quicksilver, they just permanently remove the annual fee. Will wait till next fall to ask for apr reduction. Haven't even got my credit steps raise yet. It's a soft pull review.

That's what one would think. But I guess cap1 hates me. Cap1 has never been willing to work with me
Call the regular customer service number (during the east coast business hours). Say fees and apr. When they say no, say you want an executive office review, or manual review. Rep will transfer you to Supervisor. Repeat you don't want to keep a card with annual fee, when all your other cards are free. Repeat you need to speak with executive office, or have manual review. May take a few calls. Someone will eventually transfer you to the EO, tell them you need to remove annual fee, and they will take a few moments to soft pull, review and come back with answer.

Are you stating that they don't actually change it to regular quicksilver in general? Or for your specific case? When I called I specifically requested that they permanently remove the annual fee. Their response was we're going to remove the fee and convert you to regular QuickSilver WMC. The logo on my account has been updated to the logo without the "one" in it. My card should arrive any day now.

I only asked that the annual fee be removed. I'm still in0% apr. They are reducing doing fee removals, much less card conversions. It was easier a few months ago. I will wait till next fall, after I get my credit steps increase, and reassess my need for card, then ask for conversion and/ or apr reduction.
I also asked for a APR reduction at the same time but they told me they could do one or the other. I rarely carry balances so the AF removal was more important to me. I'm going to try for a CLI and APR reduction again next month even though I'm supposed to wait 6 months in between. I once got two CLI's within a 2-3 month period with them.

It's a challenge, but not necessary, that I get the apr reduction,
Have my eyes on discover it and Sallie Mae for next November or December (still at 0% apr on Amex and quicksilver).

Because the AF pays for the excellent customer service.
I was able to do it earlier this month; had the QS1 for less than 6 months.
They converted it to a regular Quicksilver with no AF, but it's still a MC, not a Visa Signature. I'm actually happy with that because I'll try to get it promoted to a WMC, and maybe sometime down the road apply for a regular QS Visa Signature. It was taken care of by a chat representative online.
@Cal, Just wondering, did you specifically request a WMC when you upgraded to quicksilver, or did they do it automatically. Also if you dont mind me asking, what was your CL at the upgrade? Just tyring to figure out the cutoff for WMC/Platinum. I just got mine upgraded to QS from QS1 today, and am wondering If I will get a WMC or Platinum or WEMC since my current CL is $4,300
THanks......!

I only asked for annual fee removal. They threw in QS + WMC upgrades for free. My CL has been at $5k for about 8 months now, going to request another CLI once my recent CLIs (Amex's $22k) posts to my reports.
