I called to PC when my card what about 45 days short of 3 years old. I got a $15.83 refund (two months' AF) and took care of it with one call to the general customer service line. I'm not sure if there are any requirements to keep it 12 months.
The 12 month requirement is if you are trying to PC to a card with a higher annual fee. CC companies are prohibited from doing that by the CARD Act, or at least that is what they claim. You should be able to PC down whenever you would like.

But does Chase have any bonus clawback provisions? Even if the 50k are spent, a CFU is mostly useless if future points earned are withheld.
I would transfer the Ultimate Rewards points from the CSP to United's MileagePlus program before downgrading the CSP to a CFU. The UR points lose value (and their tranferability) once they go from CSP to CFU. The United miles will be worth more to you in the long run.

I would call the backdoor analyst and see if they can get it done for you. Frontline CSRs handle SMs.

The reason it is not available is because there are "hoops" to go through. I'm not sure if it is directly related to the card being under 1y/o or not, but I went through the same thing (except going to a Freedom, not FU). Anywho. Here are the steps they made me take to get the CF.
CSP -> "regular" no AF sapphire -> CFU -> CF
They would not allow me to go from CSP to CF, and they would not allow me to go from "regular" sapphire to CF. It absolutely HAD to be in that order for me to get over to the CF. They could not say why (unsure if it was simply frontline CSR lack of knowledge, or company policy as to why they were unable to disclose the reasoning)
Hope this helps. I'd give it a shot to try in that order. You do not have to wait to receive each card in the mail. You can send an SM to go from CSP to CS, then they should respond later with that being approved. Then you would send another SM (immediately if you'd like) asking to go to CFU and you should be golden.
No promises, YMMV, but that was my process. I had gotten my card in 03/2017 and pc'd through the "chain" to CF in the month of May/June.
Leave it to Chase to make something seemingly simple wayyy more complicated than it needs to be. Let us know how it goes.
