Update:
1. Yes the 40,000 limit is highly unusual, It was secured like this: $20,000 was in 2 separate $10,000 5 year CD's, the rest was secured within in my actual share account. This is how the card was backed.
2.The actual garnishment seems to have stemmed from a Charged off Second mortgage in the amount of 67k, this was a Countrywide mortgage, I was never served nor was even aware of the proceedings that occurred within the county. I've contacted my attorney and he has begun investigating.
3. Thanks for bearing with me, I was extremely panicked last night, I didn't mean to cause such a stir, I had gotten so scared that my thoughts became irrational, I thought my life was truly over, I even withdrew money from my IRA even though I had money within another bank. It was truly surpising, being caught off gaurd is truly one of the worst feelings ever.
4.This is truly a life lesson for me, A. I shouldn't have turned my liquid savings of 40k into illiquid secured CD's , and B. I should have kept up with the Second Mortgage from 2008 to make sure they weren't pursuing any legal maneuvers.
