Does the PayPal 2% Cashback Mastercard have No Foreign Transaction Fee?

That is correct. It is a true 2% back every where card.

There's a setting deep within Paypal where for international Paypal purchases you can select for the currency conversion to be done by the credit card instead of Paypal.
In that case you should be able to benefit from the card's lack of a FTF.

Yeah, I changed that a while back. Now when I make a payment in another currency it defaults to the other currency but even then there's a link I can click to change it back to USD.

It's a shame this isn't an option when paying with the PayPal MasterCard, since even for modest purchases it can be a notable savings.
