For record, price terms and conditions for the 2% cashback, no foreign transaction fee:

They also have a "PayPal Extras MasterCard" which charges 3% foreign transaction fee:

There's a setting deep within Paypal where for international Paypal purchases you can select for the currency conversion to be done by the credit card instead of Paypal.

In that case you should be able to benefit from the card's lack of a FTF.

Re: PayPal 2% has No FTF?

Currently it doesn’t support any kind of PayPal Credit Card. The options appear for any third party card but not for the PayPal card. I recently went and changed every other card in my account to “Bill me in sellers currency.” And you are totally right about it being deep in PayPal. You have to search for something in the help bar or have a direct link to even get to it now. They’re definitely trying to hide it more than they used to.

Yeah, I changed that a while back.  Now when I make a payment in another currency it defaults to the other currency but even then there's a link I can click to change it back to USD.

This is what I get when I click the link:

It's a shame this isn't an option when paying with the PayPal MasterCard, since even for modest purchases it can be a notable savings.
