Paypal Cashback Mastercard.
Reason: No Foreign Transaction Fee, and more straighforward, faster redemption of cash back. Straight up "2%" which is money you can use to pay your balance vs Citi's 2%** (asterisk asterisk): "1 now, 1 later** (more asterisk: minimum redemption of $25)".
I got the PayPal 2% MC with a $6K SL at the end of June with 664 TU, so it's definitely doable. I don't know about the Citi DC since I doubt I'd be able to get it due to having IIB'ed a Citi mortgage and a Best Buy store card in my 2014 BK.

ahh! No FTF is definitely a big plus I forgot to mention, and the redemption process is much better and faster with PP. Usually one business day to transfer to my bank account.
One thing to consider is the PayPal card doesn't normally show up on your credit reports which can be a good or bad thing depending on your situation. You can allow a large balance to remain on the card and it won't hurt your utilization, but conversely it also won't help your utilization as it's CL isn't added to your other accounts on your reports.

That's PayPal Credit (formerly Bill Me Later), which is more a line-of-credit thing than a credit card as such. The PayPal 2% Cashback Mastercard is a regular credit card which does report to all three CRA's.

Exactly. FTF has become an outdated concept for me. I think I prefer 2% over -1% cashback.
