In-store Walmart purchases reported not impacted (at this time).
I made a purchase on Target.com, and when the transaction didn't earn rewards I headed to the interwebs to see what was up, and sure enough others are reporting the same.
The speculation is that PayPal has disabled MCC 5310 (Discount Stores) from earning rewards, which would explain why in-store Walmart is still working, at least for now. Most Walmart stores use a grocery MCC for MC/V but are manually excluded by issuers. Either PayPal has chosen to not bother with this exclusion or they just haven't gotten around to it yet (I suspect the latter).
As lousy as this is it's not totally unexpected, since PayPal's record for nerfing popular things such as this is well-known (R.I.P. PayPal Key).
Data point: Can personally confirm that as of today Walmart (supercenter) is still coding as grocery when using the physical card at the register.
PayPal debit still works for Costco, 5% grocery category, confirmed over the weekend.

I'll probably get the new Walmart CC in the fall thru Synchrony. If no SUB, then I'll PC an old sync card not in use to Walmart, if possible. Meanwhile, PayPal debit has been a nice bridge to get to another 5% CC.

Unfortunately Synchrony doesn't do PCs from one card brand to another.
I agree that the PP Debit card has been a nice option for WM (and continues to be, at least at the moment), in my case in lieu of getting the AAA Visa.
