Does anybody know if PenFed allows you to move limits over or PC to another card? I got the Pathfinder rewards with the 50K bonus and it's not for me, the points suck. I'd like to move the limit over to my Power Cash card. Is this possible?

They do not. No PCs either.
For those of us who obtained their CCs prior to their system upgrades in early 2020, CL reallocations may still be possible, but YEMV. Anyone that obtained new CCs after that will not be able to do so @icyhot, unfortunately.
That's upsetting. I would hate to have to SD a $95 AF card, but I guess that's my only recourse for now

This has been the trend for a while including the max CLs on their cards (i.e. no combos or reallocations).
I mean, you're welcome to call them to confirm whether their policies may have changed. But, knowing PenFed, probably unlikely.

Based on the experiment I tried a while back, and based on what several agents relayed from the UW folks, it applies to both CCs being opened prior to the system upgrade.
I lucked out on getting approved with the last card before their system upgrades + thankfully the AmEx>Visa conversions happened right before the restrictions were put in place so I was able to consolidate/merge several accounts.

What's the limit on the Promise CC? What's the most recent one you got?
$20k and it's only Penfed card I have. Gets an occasional charge just to show usage. I was just thinking of maybe seeing what they have for cards these days and transferring the Promise limit over in time but that's not an option

I'd definitely hold on to it. That card isn't available any longer and it's very possible you can get it up to the max of $50K since it was grandfathered under the old system. Most PenFed CCs today cap at $25K (as a single card), their Gold one caps at $15K.
