I knew it was a risk but I was still pretty annoyed at the unnecessary HP. 
I called Customer Service today and the rep spoke with a supervisor. She confirmed the $25K individual account /$50K aggregate limits still exist. And she confirmed the reason for my denial was since I already exceeded that limit. She said no appeal was available. She offered to lower my PCR and then attempt to use the HP on another new card to give me the $50K aggregate, but I don't want another PF card and she also couldn't confirm there would not be an additional HP. I passed. 
I did tell her the flaw in their website allowing ineligible customers to apply for a CLI with unnecessary hard pulls needed to be fixed immediately. She agreed and said she would pass it along. Later, I saw PF had emailed me a case number for my Credit Bureau Dispute Request so perhaps they are trying to reverse it after I told her I was careful taking hard pulls. 
Moral to the story: If your limits are under the $25K/$50K thresholds, the CLI request might work ... if you're willing to take the HP. If you're over those limits, save yourself the trouble as it will likely go nowhere.
That's really messed up, but then again they always have had issues with their site. Sorry for your denial. They had actually called me about my continuing to apply. If accounts aren't eligible then option should not exist, period. Here is hoping you can get the hp coded as a sp or removed altogether.

It sucks to get denied when they know that you're ineligible but it's likely a configuration issue that won't be resolved any time soon. 

 

Unfortunately, some credit card companies make it easy to request a CLI even though your profile is ineligible. What sucks even more is that it's to the tune of a HP!

 

Hopefully they change their system soon but I won't hold my breath...

I reached out to PenFed this morning about this. I received a call back as my application is still in pending and review stage. I wanted them to be aware of of this as people are taking unnecessary hps. Hopefully it's something they can resolve. They should be able to see what stage my application is in. I did mine with reports locked but it still allowed me to move forward with an application even though I'm not eligible. That should also give a little credence to Aim Highs application.

Thank you for the confirmation regarding subject on Penfed cli. I had the same reply couple years ago after I saw the request CLI got Instead Denial. 😡
