If it's completely denied I'll just wait another like 3 months when I'm completely done with school and can work more for a higher income
If the credit limit does not change within 72 hours then the CLI request was likely denied. Even if the request was approved for a partial amount, it would reflect immediately in most cases. Hopefully, the letter will provide some insight to determine what steps may be needed to obtain a CLI in the future.

You may have received an email with a link to Amex's secure message center. You can find the denial reason in that letter if in fact Amex sent you one. I received an immediate secure message when I was denied for an increase. I suppose it'll depend on your alert settings.
If I ask Citi for a CLI and it's denied, is there a certain amount of time I should wait before trying again?

I got denied once, inquiries were listed as a reason (I had one). Approved about 17 hrs later.
I guess it depends on a reason, but you can ask any time, SP language doesn't go away after CLI denial.
Check periodically until they say yes
My personal experience, if their cards are seeing significant use, Citi isn't bothered by anything. Little or no use, Citi be Princess And The Pea, bothered by everything.
