The "Ring" is a different product than any of the other Barclaycard branded products and has different features, They do not PC into this card for a reason.
You can't always get everything you want. If you had no use for the Arrival+ why did you apply for it? You may have to chalk it up to a loss and close it if none of the available PC options interest you.
I don't know if PCing to the Ring is possible or not, but haven't heard of it happening much. The point is that you can't just decide a card is no longer useful for you and then get whatever other card you want with a lender with no HP. If this was able to be done with no restrictions, nobody would ever keep the more expensive AF cards etc. There has to be a line drawn somewhere to prevent people from willy nilly applying for cards and changing them around constantly. Each card has its own terms and conditions.
Anyway, I'm rambling. Point is, you can call the analysts and try again, but I would bet your only real options are the no fee Arrival or the Rewards MC. If neither interests you, then you close the card.
One should apply for cards they have purpose for. There is no shame in simply closing a card you don't need. I've closed 60+ accounts over the last 5 years.

That's not what I said. I simply said that PC options are always limited so that cardholders can't just pick and choose whatever card they want.

What do you mean by "cheap"? Each HP has an opportunity cost to it.
