In most cases, 'preselected' with an invitation code is just an invitation to apply. There seems to be many cases where folks get approved. I asked this question a few days ago and the general consensus seems to be to go to their website and check for 'pre qualified' offers. If you see the opt out notice at the bottom of the page or, better yet, a specific APR quoted, that seems to be a solid offer from both Citi and Chase. Discover and AMEX have pre qual links, too.
I'd check those before I replied to mail offers. Just my 2 cents.

If that's a card that interests you, I'd double check their online prequalify site. If it confirms the offer and your EQ is in order, I'd pull the trigger.
