Do we have to activate the cc's before they start reporting on our credit report?

Activation often really does nothing but give them a chance to try to sell you something.  Not only do cards report before they're activated, often they can even be used before they're activated.
 
Kinda scary, huh?
 
If you apply for a card and get it, odds are it will report.

When you "activate" a card.  You are only turning on the card with that expiration date and CVC code.  The account is opened the day you were approved for the credit card. 

NOTE: The opposite is a popular mistake.  People apply for and receive a credit card in the mail with an annual fee and think they don't have to make any payments because they didn't activate the card.  Then they get collection calls and sometimes report past due to the CRA's because they were ignorant.
