Nearly six months ago, I merged my Cap1 Platinum card into my QS1 card. I didn't fully understand the implications of my actions as both cards were nearly 10 years old. I realized my error soon afterwards but was unable to re-activate the Platinum card. I flagged my calendar for the six-month anniversay as I intended to request a CLI. But, before I make that request, I thought I'd better check with the community.
Goal... Eliminate the AF and request a CLI. I'd be fine with either the QS or Savor card.
1.) Should I request the PC first and then ask for the CLI or vice versa?
2.) Do I need to call to request or do via chat or is there another method?
3.) Will either request result in a HP?

There's a PC link around here somewhere that someone will probably post. But calling in or chatting will accomplish the same thing, and it may show offers that the link doesn't.
CLIs and PCs are completely independent of each other, so feel free to request the CLI whenever you're eligible and you feel that your profile is in good shape. If your CLI request is declined, there's no waiting period before you can try again. If you're approved and you accept, there's a six month waiting period before you're eligible again. If you're offered a CLI that you think is too low, you can decline it without resetting the waiting period.
You need to be persistent when trying to PC a QS1. Call in each and every month to check for offers. In the meantime, make sure you use the card each and every month. A handful of data points here indicate that usage might help. I was able to PC two QS1s after 12 or 13 consecutive months of usage. It wasn't necessary to report non-zero statement balances while doing that.
