The QS has a minimum starting credit line above $300. I’ll have to go look to see the exact amount.
It is considered one of Cap1 premium cards. The premium cards are not included in credit steps.
I think the CSR meant you were approved for QS1.
Edit: according to the website, the minimum starting CL is 1K.

Having said that I don't know how fast and hard they keep to this rule since I've seen several people report similar SLs with credit steps for the QS. That is unless they're confusing it with the QS1 like JAG73 said.

The only Quicksilvers I've noticed with limits of less than $1,000 are those that have been the result of product changes. It'll be interesting to see what the OP can report back once she receives the card.

I think it’s a QS1. Unless it was product changed? And you’d be in the credit steps program then. Even with a product change you’d still be in the credit steps with Capitalone. So assume credit steps is my best guess.
