Not for some lenders. Some impose a minimun cash advance fee ($10-$15) depending on the amount of the cash advance. Read the T&C of the CC.

3% with a minimum of $15, for the new ones of mine I looked at just the other day. Credit unions are usually easier on you though. I take out cash advances on my CU cards and pay nothing at all. (I never seem to remember the PIN to my debit card, so just take out a cash advance instead) Some of the CUs might be closer to $1.90, yeah. I would be very surprised if a major issuer let you get away with that.

of course they can! they'll even send a card and cake along with the check. I've done it once or twice. It's part of their recent campaign: "We turn those negatives (balances) into positives (experiences)." You should try!
