It just means that your account was opened/created the same day that you were approved, which isn't the case everytime. Approval and activation days are not the benchmark dates for identifying eligibility for CLI, as mentioned earlier by SnackTrader and Lexie.
On my account home page, there is a line under the balance that says something like "available credit" and gives you the number. There's a little blue arrow next to it.
If you click on the arrow, it opens a little window. In the window is a clickie line for request an increase.
