Quick Global Entry / TSA pre-check question

Do the cards that have this feature verify who is signing up for Global Entry/TSA Precheck? For example if I have 2 cards under my name that offer the Global Entry / TSA Precheck credit. I use one credit for me, and the other for DW. Is that allowed? Does the issuing card look who got it, or do they just apply the credit?

It doesn’t matter who is signing up for GE. I have a bunch of cards with this credit and have signed up DW and all my kids.
It doesn’t have to be a family member either. It could be anyone.
