I was speaking of personal experience. I've had the exactly same issue taken care of by escalation of CSR.

I've only used EO once for WMC upgrade. Everything else CSR did for me.

Well you might be lucky one
My DW has got nothing from CSR except her upgrade to QS from Platinum. After, that CSRs have done nothing for her. She has to reach out to EO for each and everything.

You will not be automatically bumped up to Signature just because your limit is 5k or above. You have to call and actually get your card converted to Visa Signature (to be honest it's kind of a pain in the rear).
If you get your card upgraded you'll get the Signature benefits.
