Quirks on AMEX site with upgrades

For fun last night I was poking around on the AMEX site and there was a pre-approved tab with the Gold and the Platinum sitting there. I didn't jump on it, navigated away from that section, and the offer disappeared. This morning, wanting nothing more than something new, I tried to get back and nothing, but the offer to upgrade (from Green) was still there. I click on upgrade and it tells me my card isn't eligible and I have to call to apply. What gives? Anyone else run into this?

This always happens to me. I have pre-approved cards flash by, sometimes even popping up when I log off. I think, whoa, what was that, try to go back, and never see it again.

Their pre-approval site for me is a lot like Brigadoon.
