Hmm. Since its manually reviewed, I wonder if they're partial to longer relationships. I've personally been with them since 2015. I feel like you should send a message, then if denied (fingers crossed), you ask for the reason or if you're going to get a letter with the denial reason. That would be an interesting DP. Granted, I'm assuming your FICO's are current in your siggy and there's no significant baddies or high DTI on your report.

Also, scores are current. DTI is reasonable I think (~30% or so), and as far as baddies: just 5 (paid) COs that are all five years old. No collections or repos or foreclosures.

I have never asked NFCU for a lower interest rate. My NFCU Visa Platinum card's current variable interest rate (closing date for my most recent statement is 02-13-2023) is 10.24% for purchases and 12.24% for cash advances.
Edit: I regret asking for a $25,000 credit limit for my NFCU Visa Platinum. At the time, I had a HELOC ($42,000 balance) from USBank at Prime Rate minus 1% (never lower than 3.99%) that was near the end of its draw period, and I thought the NFCU credit card could take its (HELOC) place. Since then, I have paid my HELOC balance down to $2700. I expect to have the HELOC paid off in a couple months. I also regret limiting my American Express BCE credit limit to $3000, but it does not seem to have made much of a difference to my FICO scores.
