Rebuilding Credit - Have 2 cards, approved for third

Well, I called Orchard and got a limit increase of a whopping $100 to $420.  Whatever.  Tried talking to 4 different people about getting the AF removed and all of them told me they couldn't discuss it until the renewal period is here, in August.  Is that normal?
