AFAIK discover only allows "certain" customers two cards.Ah, interesting... you would think they would tell you that when you ask, haha, but I guess not. So in other words, I may have strictly been insta-denied because I had an existing card like some of the earlier posters said. Sad
I'll try contacting Discover and will definitely PC the card and then report it as lost if they can't give me a new account number during the PC.
On a side note: Called AMEX and they said my limit was $2000 on the BCE. I'm freakishly happy. Going from $1000 in avail credit to almost $7000 is amazing. And hopefully I can get the 3X CLI after 61 days.
EDIT: Contacted Discover, they converted my account and reported my card as lost in the same swoop, so I'll receive my new it card with the new account number within a few days. Pretty painless, and this way I can keep the history, but get a new account number. Unfortunately, there's no way to request a CLI since I'm under 21. I simply have to wait for the automatic ones to roll by, which haven't graced me thus far, haha.
It is now moot for the op, but I believe the reason the "it" application was denied is because op is under 21, has limited income and discover is conservative with limits. I suspect 1k is as much as discover is willing to lend right now, thus CLI rejection and 2nd card rejection. Totally possible to have two discover cards, just not for op or those with similar profile..

You can request a CLI when you are under 21, you just cannot do it through the online tool. There was a whole thread about this a while back, and I believe you had to mail them a letter or something when you are under 21. The law states that the cardholder must submit written consent for a credit limit increase (or something like that) which most other lenders let be the "Credit Limit Increase" button, but discover does not. I'll see if I can dig up the thread for you.
Edit: Found it!

Yeah, I thought about that as well. Did they possibly count the second application as a suedo-request-CLI? And since I was under 21, simply cancel it out altogether. I'll have to check if they actually pulled my credit or not. If there's no inquiry, it looks like I was screwed before I even started, haha.
Either way, definitely happy with how this turned out. I thought with such a short history and only 1 tradeline I may get declined, but luck was on my side.
To wrap it up, here's where things stand at the moment:
Converted Discover More to Discover it and reported it as lost, so I'll be getting a new account number with my new card (priority mailed to me).
AMEX BCE was approved with a $2000 limit, couldn't be happier to finally be in the AMEX family.
Chase Freedom was approved with a $3500 limit (really surprised me), and was the only instant approval ironically for the highest limit.
Went from $1k to $6500. I heard quite a few people getting baby limits with the Freedoms and having a hard time growing, so I'm more than pleased with my highest limit yet. I also can't wait to do the 3x request on my AMEX. Would people recommend I do exactly 3x the amount or possibly a little less? What gives the best chances of automatic approval?
Thanks for everyone's input so far, it's been extremely helpful in making my decisions.

What does PCing to another card mean. Hi, I'm new and learning.
Product Changing
So for instance, with Discover, you can PC between different cards. For example, a Discover More card could be converted to a Discover it card, or a Discover it card to a Discover Miles. You can't always PC one card to another, but these are for example purposes only and depends on the credit card company.
It essentially allows you to change the rewards program/structure you're a part of, usually in favor of a better rewards program that fits your personal needs.

Pretty easy to get nice limits with Chase on limited income.

YOu can get two cards. I have two.
