While I was in DMP, I made the mistake of applying for and getting a Sams card. It cost me dearly CR wise but it helped me at a low point in my life. I still have it today and use it and the interest rates are still bad but I PIF and the CL went from 300 to 3100 in 4 years.

Well is you already have the business card why apply for the personal your just applying for stuff just to be doing it lol.
Your assumption is right when you deal with human being. When computer makes a decision it sees low CL's, it gives low CL's. The same with inq.'s. When computer sees bunch of inq's from morgage shopping or car shopping it counts each inq. and denies for too many of them, though morgage/car inq's should be counted as one in 14 (or 30, do not remember) days window.
