Request for Cap One card to be reopened?

I have an old capital one cc -- it was listed charged off in 2003 -- I PIF in Dec of 2007(including late fees and overdraft fees that was 4x the original credit amount).  I got payment letters and a PIF letter from my recovery specialist.  Now the card lists as PIF account closed by creditors on TU and EX, and "Paid- Charge-off" on EQ.
 
Questions --
 
Can I ask to Cap One reopen/reissue the old card #? 
 
Should I even bother or just start to work with new creditors (i.e. secured cc -- I have one already through US Bank)?
 
If Cap One does agree to reopen the old card, will they do a hard INQ?
 
Any ideas or suggestions would be appreciated!

If I recall correctly I don't believe Capital One will reopen any accounts. They will probably tell you to reapply.
