Data points won't mean much if you're only considering balance on the account itself. Odds are probably better with lower revolving utilization on the one account but that's just one consideration among many in one's credit profile that any creditor will consider for a CLI. If your profile isn't strong in other areas then you may want to reduce that balance. If you have a very strong profile then it might not have as much impact. Worst case you can request another CLI down the road.

I got a nearly 5K CLI while carrying a balance about that size on an intro offer with Discover. Again, though, YMMV depending on the shape of your credit profile. If you're at 21K I'd guess that you probably have pretty good profile.
I appreciate your insight. Of course the entire profile must be factored in. My other reported util for cards is roughly 2% so the others are much smaller. I decided to go for it and got another $4k which matches the increase I got early this year after my first three statements, with two $3k increases in the middle as well.

My SO's disco has grown from 4k to 30k in a year, always carrying a balance or BT.
The biggest increase I received was $4.5k when I had my highest balance. It was also my 2ND increase after about 5 mo. after opening my account. I have had a few $3k increases since with either zero or minimal balance. I started at $2500 last August and by June I was at 17.5k. The 90 day increase is very minimal but after that 5 or 6 month mark, big increases are pretty common. Keep in mind, if you don't like the cli they offer, you can decline it. They WILL offer again. I refused the first $500 cli offer. Three weeks later it was $1500. Two months after that, they doubled my limit.

Biggest I've personally seen was +$7k, last year. (Old account, though.)
I recently requested my first CLI (after 91 days) with Discover while carrying a balance and was approved for a 500 CLI. I owed 6k on a 10.5 CL and my TU was at 723. My balance was mostly from BTs so idk if that has a factor vs. regular purchases.
I requested a CLI about 6 months ago and was given a 6K increase. I then did a 3K BT about 2 weeks later and, along with the BT, came a 5K auto CLI. I have since done two requests and received $500 each.
