The following offer secured cards that graduate:
BoA, Discover, NFCU, US Bank (almost positive), Wells Fargo (almost positive)
I have heard a lot of positive things about BoA - I believe you have the ability to add rewards (123) to the card and some people have graduated at 9 months or so. There is an annual fee. I believe if you want to add to the initial deposit later, it is a HP and it is likely a HP when they graduate you.
Discover - no annual fee, can increase deposit.
NFCU - no annual fee, can increase the deposit.
I am unfamiliar with US Bank and Wells Fargo.

Check out the thread tiger_uppercut provided. It lists many of the secured cards and if they graduate or not. I don't think the thread lists which cards are for rebuilders vs. no credit (e.g. BoA secured is more geared to people with no credit). But at least it is a place to start.

it was good information, But Unfortunatly when i applied on BOA, it was denied (my EX was 475 at that time, now 483) and same as Wellsfargo. And also i can"t even apply for NFCU, I Called them and they said ned to have some relative be army .
my option is: 1)US Bank visa secured credit card (i just was today for apply on my local branch)

the only bank know for sure they will be update to unsecured credit card after 12 month is BOA, which is my app already denied . reason: my credit history didn"t have miniom requirements.
The BoA secured card is not for someone rebuilding. It is really more for someone with no credit. The provided list of secured credit cards has about 16 credit cards that will graduate. Most within a year, two tops. The great thing about the BoA card is many people have been graduated earlier than 12 months. Plus you can add the 321 rewards. Rebuilders may not have as many choices.
You can always try Capital One secured. It will not graduate but some have had luck receiving unsecured credit line increases after several months of positive use (using it and paying it in full often). Building history with them will help increase your scores and open the door to other cards.
Also, just a FYI - there is not a way to apply directly for the Discover secured - you have to apply for one of their regular cards and it is sometimes offered as an option when you are denied one of their regular cards.
