That is correct. You don't get a welcome bonus when you do a product change, and you don't get a welcome bonus if you already hold a card in the Sapphire family.

If you want the SUB, you can PC the card out of the Sapphire family first, wait till their system reports as the new card type, and then you can apply for a Sapphire product to get the bonus as long as you haven't received one in the past 2 years.
If you apply for the CSP or CSR while holding the Sapphire, not only will you not get the SUB, but my understanding is that you'll be flat out denied for either card. You can no longer have more than one Sapphire card in your name. (You can be an AU, though)

It would help if you listed all your Chase cards and when you were approved for them. You say you have a no-AF Sapphire and your signature shows a CSP ($95 AF). Maybe your signature is out of date, but if not, you'd need to close or PC both to be eligible for a new Sapphire bonus (and wait maybe a week for Chase's records to update...not sure exactly how long).
For CSP and United, your signature shows a $5k CL for each. As that is the minimum Chase will approve, I do wonder if you're pushing the limit of what Chase will will extend based on your income or creditworthiness.

I should update my own signature, too, now that there are multiple IHG and Hyatt cards!
