Does sending money through PayPal count towards minimum spend for SUB? I may have some more to spend for an Amex SUB, and I know that using the split and sent feature does not count, but would sending with Amex count if I send it via the regular way (with the PayPal fee)?

Amex RAT has known to "punish" people for sending money to friends/family via PayPal. They even crack down if you are vaguely related to a business

P2P will not count toward fulfilling the SUB. Read the fine print with regard to what is excluded, @folks19.

Of course they have no issue with you using send and split, you don't earn rewards and it doesn't count towards the SUB.
However, you asked about using PayPal which would count towards rewards/SUB and Amex will have a problem with it if they catch you.
It is your card that is at risk of being shut down so is a personal decision; what is your risk tolerance?

@dragontears You are correct. I did ask about sending money via the regular way, but I wasn't sure what you meant when you said that Amex punishes people. Wasn't sure if you meant the regular way or send and split.
"In reality," the Rewards Abuse Team at Amex has clawed back Welcome Offers and earned points/cash back when sending money for non-goods. PayPal sends Level 3 transactional data to American Express, and it is clear from that data that it is not a purchase paid with PayPal. Cash equivalents are specifically excluded from earning points, cash back, Welcome Offers, retention offers, etc. In cases where this was clearly a case of skirting American Express's cash advance policies (such as sending to yourself or a person or business entity that can be linked to you), accounts have been closed.
