I am really tempted to pull the trigger on the Citi Premier but I am hesitant. I have about a year and a half of credit history with 8 active TL including one new TL from Amex, the EDP. That was opened about a week ago but hasn't yet reported. I want to avoid any AA from my other lenders, although my utilization is under 10%. I have on average 15-16 INQ across all CRAs. What do you guys think?

How old are the 8 active TLs. Did you get those more than six months ago? You utilization's low which is always a plus. Citi usually pulls EX. How many inquiries have you had on EX in the past 6 months? I think you answer some of these questions, it will be easier to help you.
I'd say go for it. Sounds like you have a good amount of cards which will help.

Those TLs are more than six months old except for the EDP but it's so new that it still hasn't reported. I have 2 INQ with EX in the last 6 months but no new account has been reported in the last six months.
You already have a great lineup. Is there something the Citi card offers that you aren't already getting?

Yes. The 50k TYP bonus is very enticing and I know they've been rebuilding their rewards program. Their new rewards structure is nice BUT that is exactly what is holding me back from pulling the trigger, the fact that I have really nice cards already and I don't know that I'll put too much usage on the Citi card.

I'm starting to look into the Citi Primier but is their program that great? I know they have made significant improvements over the past year. is there any overlap where I can take my Amex MRs, SPG, or URs and use the ty points to top off an airline account covered by one of the other programs?

Sort of, if you go through Virgin Atlantic or Singapore for example, then booking flights from those to domestic partner airlines might work. TY does not transfer to any domestic carriers yet, apparently.
Obviously YMMV, but do you guys think that other lenders will get jumpy if they see 2 new TL in the past six months? (The EDP which should report soon and possibly Citi Premier)

Alright. That's good. I think you'll be approved no problem. Hopefully the card will be what you're looking for.
