Soft pull Credits card approvals with balance Transfer options?

Still trying to help friend with credit paydown options.... Is this a thing?  SP balance transfer cards?

If you mean applying for a Credit Card that is used for balance transferring, it's only a hard pull.

Yes, Was wondering if she can apply for a visa or mc with a soft pull to avoid HP (she currently only has 3 showing on reports; two in the last year & 1 from two years ago),  and,  then use card for balance transfeing 3- high APR cards that she's had for  like a bajillion years.

Is there a reason she's avoiding inq, 3 is not very many. I imagine most on here wish they only had 3. Has she considered asking for an APR reduction?

Only CC that I'm aware of that fits your criteria is a NASA card.  Their cards aren't per se balance transfer cards and don't have 0% periods but you can transfer balances to thrm and have fairly low APRs especially when they run specials.  Still as OpenG said, 3 inquiries is very little and if she's really looking for a balance transfer card like the Chase Slate she's going to have to accept an inquiry or possibly two if the creditor double pulls.  If her balances on her high APR cards is close to the limit and she has high overall utilization her ability to be approved for a BT card may be problematic.

She did have over 50% utilization on those cards so, she was thinking more inquiries would make matters worse. She is new to being actively involved in her credit although she has had credit in good standing for over 20 + years. I have been  sharing with her a lot of what what I have learned from you all here on MyFico (I still have a lot to learn).
 
By the way, I did tell her to call and seek rate reductions and she was too chicken and lacked patience to do it. However,  I am happy to report that she  got approved today for a Citi Simplicity card with a high enough starting limit to take care of the balance transfers. 0%, 21 months @ 14.99 % afterwards. She can have them paid in no time with the money she will be saving. She was able submit  the  balance transfer request immediately upon approval.
 
This will help her tremendously, she is so happy!  She has had these high interest rate cards  for at least tens year and never realized she could  possible do something about it.  
I am so happy I found this site and that I have learned so much from this community that I can share with others.

As long as she doesn't incur any additional debt or more balances then it's a good outcome.
