Statement/Reported Utilization

I'm pretty sure I know the answer but if I actually "overpaid" and NFCU has -354 listed as the balance, that doesn't report like that and actually reduce my overall utilization does it?

For example, I have a $1500 card with them, due to the overpayment it has $1854 "available credit" until I spend it back down. That extra $354 wouldn't offset another card that's sitting at 5900 balance and make the total balance on cards be 5546 would it? My guess is it will just show $0 balance for NFCU

Reporting wise, $0.00 is correct, overpayments are not reflected on credit report.
