I have a credit card that's issued from my bank and unlike any other credit card I have, I JUST found out that they report whatever my statement says on the last day of the month. I like to pay my cards off in full (unless I can't for whatever reason) and with every other card I have, as long as my balance is paid off by the close of my statement date THAT is what's reported to the CB.
Anyone else notice this with any of their cards?

So your card is actually issued by ELAN, eh? They issue cards for over 1,700 banks and credit unions so its not all that rare.
There are cards that report on other dates. US Bank is another that reports at the end of the month.
What bank is issuing the card?

This is US Bank, right? They are the only one that does this among 14 CCCs with which I've dealt.

People dislike US Bank for various reasons. Personally, they declined my Cash+ app, reported 100% utilization after I had a 0 balance statement, and never mentions anything about credit inquiry if anyone asks for a CLI.
If a bank does not explicitly ask for HP permission when handeling a CLI request, and does HP your report, this bank is evil. US Bank did not have my consent to HP, and they pulled me hard when reviewing my CLI request.
Some may argue that any CLI is subject to HP. I don't know if it is legally true; nor do I believe in that philosophy, given how many banks are so upfront and forthcoming with this regard (eg. Citi).
