You can try applying now. If denied, your inquiry would have aged a little by July / August (past 6 months mark) and you can reapply again. In most situations, chase wants to see at least 1 year of credit history, though it's not a fixed rule that's enforced all the time either.

Citi can be a little unpredictable, but if this is going to be your first account with them, they are generally a lot more stringent.

No promises but just means your chances are a lil more than 50/50. for some reason I never get pre-approvals but managed to qualify for most of the cards I apped for.
