I just checked again today and I now have this offer on my Propel, but not my BCP. Interesting. Maybe it will pop up on my BCP soon, at least, I hope so.
Nada for me on any of my AMEXs.

@CreditBloke quick question - did you activate the $5 monthly dining credits on the Amex Hilton Honors earlier this year? (Those were introduced in February.)
I haven't (yet) received the Shop Small Amex Offer on my Amex Hilton Honors card yet and I'm trying to get data points.
I logged in to my Plat account but could not find the button to enroll.

@4sallypat, I believe what you see is just an encouragement to "shop small," but unrelated to the Summer 2021 Amex Shop Small $5 credits.
Thanks for the head's up! It was great last year, because my hospital is considered "small" and I got CB on all of my copays
And I also found out that the (state run) liquor store also qualifies for whatever reason (that one gave me a solid giggle)

I didn't activate that credit / get offered that credit because I got my card in January 2021. If I remember correctly, you had to have your card before the first of the year (by 12/31) to get the dining credit.

Thanks for the feedback. I asked because I'm wondering if cards that are signed up for the monthly dining credits promotion are not eligible for the Shop Small promotion. (I received the Shop Small offer on my Wells Fargo Propel Amex, which I didn't get until April and was also not eligible for the dining credits, but have not received the Shop Small offer on the Amex Hilton Honors, which was eligible for the dining credits.) Many, though not all, American Express-branded cards were eligible for the dining credits promotion (if the user already had the card prior to 12/31/20) and I would guess most people who had eligible cards signed up for the promotion.
